I do believe that the actual statement was, "Houston, we've had a problem," but still a humorous comic nonetheless. Also the bottom panel wouldn't make sense with, "Houston, we've had room for improvement," so perhaps it's all for the better.

On to the quote, I re-looked it up. According to the movie (yes, I'm getting my facts from a movie), the line is "Houston, we have a problem."
As for the opportunity to improve it, that came from my first corporate gig. They gave us "quality" training and wanted us to stop saying there were problems with this or that. They wanted us to look at each problem as an opportunity for improvement. Needless to say there was much eye-rolling.
